NWS Climatological Daily Report per city: the mid-day running report (as-of ~5pm local, cli_prelim_daily) vs the full-day final report (next morning, cli_daily — the Kalshi settlement value). A negative Low Δ means the true daily minimum dropped after the afternoon report.
